In the original Kurucz data files for a spectral line always the level with
even parity is listed first - regardless of level energy.
In this implementation, however, always the lower level of a transition, i.e.
the level with lower energy, is listed first, and second the
upper level of this transition.
This seemed to be more appropriate for the needs of us experimentalists.
